Rules and Regulations
Residents abiding by our covenants and other rules help ensure WLE continues to be a peaceful and
desirable place to live. The following are key rules to keep in mind and are based on WLE’s
covenants, State, Island County, and Oak Harbor regulations, as well as common courtesy.
Long-Term Rental (CC&R 10.18)
Single-family residential Lots may be rented for a period of no less than 30 days. All leases shall be in writing and shall
be for a term of no less than 30 days except with the prior written consent of the Board of Directors.
No additional structures may be adopted for the sole purpose of rental.
Subleasing a home or lot is not permitted. Notice of any lease, together with such additional information
as may be required by the Board, shall be given to the Board by the lot Owner within ten days
of execution of the lease. After receiving permission to lease, the timeframe being no less than 30 days,
the Owner must make available to the lessee current copies of the Whidbey Links Estates
CC&Rs, Bylaws, and the Rules, Regulations, and Information document.
Garbage / Recycling / Green Waste.
Waste bins are collected/emptied by the City on Friday mornings.
The city encourages placing bins out by the street by 8:00 a.m. Friday morning. Please leave about 2 feet
between each bin. Bins usually get picked up by noon.
If a Friday is a City-observed Holiday, then the bins usually get collected/emptied on Thursday.
(For example: One year recently, July 4 fell on a Saturday, but the city observed it on Friday. So, the bins
got collected/emptied on Thursday.). The link for the city waste pick-up schedule is:

Please bring your garbage bins in by Friday evening. This is for aesthetic purposes but also because empty
waste bins can be a hazard during Whidbey’s frequent windy conditions.
Main Gate Access
Please do not give your gate entry code to others. You may request a temporary contractor code
\ when work is being performed for an extended period. Utilities, police, UPS, etc. all have their
own codes. You may choose a new personal entry code at any time.
For security reasons, gate remote fobs and pedestrian gate keys are the property of the HOA.
The seller or sellers’ agent shall return all gate remote fobs and pedestrian gate keys to a
board member at or before closing. Following closing, a Board member shall provide a pedestrian gate
key(s) and gate remote fob(s) to the new owner. The buyers shall complete the attached Owner's
Contact Information form and forward it to whidbeylinksestates@gmail.com.
For security purposes, remote fob serial numbers are recorded in your name. Broken or missing fobs must
be reported immediately so that the serial numbers can be removed from the gate entry panel
(Serial numbers are located on the remote label and inside the remote). There may be a replacement charge
for broken or missing remotes or keys. One of our members has extra remotes and batteries.
Unused remotes should be turned in for reassignment. Please contact the board for help. Note that some
vehicles have overhead buttons that can be programmed for gate entry as well as your garage door.
Telephone Access Pad.
Visitors should be encouraged to follow the directions posted on the front of the control panel to
contact you for access. Your caller ID will show (360) 675-2598. When you answer the call, verify
that the caller at the gate is someone you know or are expecting, just as you would if the person is at
your front door. You can then open the gate by pressing 9 on your keypad.
If your access code has been misused, it can be changed at any time. In order to maintain a secure
environment, the HOA may coordinate a group change/update of access codes every two years.
Smaller Pond.
The smaller pond is the property of the HOA. It is a city “wet” retention pond and we are required to
control algae growth and surrounding vegetation. There is a walking path that circles the pond. Feel
free to use the walking path at any time. When walking your dog around the pond please ensure that
it is on a leash and not roaming free. You are responsible for cleaning up any dog waste. If you do
not have a bag with you, there is a “doggie bag” dispenser located at the beginning of the trail.
Golf Course.
The golf course is a members-only, country club golf course. Members of the HOA who are also
members of the golf course are allowed access to both. However, non-members of the golf course
cannot utilize the golf course, nor its cart path.
Golf Course Cart Path.
The golf course's cart path connects to the walking path of the smaller pond. Please refrain from
parking in front of the cart path / walking path where it meets the cul-de-sac. Please ask your guests
to do the same. Our resident golfers use this access point on a daily basis most of the year.
Guest Parking.
Guests are encouraged to follow the General Parking rules. Overnight guests are urged to park on the
owners’ property or on the even-numbered side of the roadway.
General Parking.
Vehicles parked on both sides of the road restrict the width of the roadway, hindering emergency and
other large vehicles from negotiating this road. Please keep this in mind when parking on the road,
even in daytime. Parking on the sidewalk is not allowed. Parking in the north and south turnaround areas of SW
Waterside Ct is not allowed. Overnight parking on the roadside is not allowed. Please park your
vehicle in your garage or driveway at all times to give better access to emergency vehicles if needed.
This is all part of being a good neighbor.
Landscaping.
You can plant flowers, plants, a small tree, etc., without any paperwork being completed or approved.
If you want to add a retention wall, modify the grading of the lawn, etc., that will require approval
from the Board. If in doubt, please contact whidbeylinksestates@gmail.com.
Outside Paint.
If you wish to change outside paint colors, this requires paperwork and approval by the board. There are
specific guidelines in the CC&Rs.
Fencing or any Construction.
If you intend to construct anything (even a dog house) or install a fence, this requires approval from
the Board. There are specific guidelines about what type of fences are permitted, height, materials,
etc. Consult your CC&Rs.
Loud Music / Noise.
The HOA doesn't specifically have any CC&Rs about loud music or noise. The City, however, does.
In general, loud, amplified music (and musical instruments) is not permitted if it constitutes a nuisance.
Of course, qualifying what exactly is a 'nuisance' can be a problem. If in doubt — if you are
being inconvenienced — talk to your neighbor first. If that doesn't work, then call the police.
Wandering Dogs.
City ordinance requires that all dogs must be on a leash or restrained with a fence at all times unless
you are in a designated off-leash area. There isn't a specific HOA CC&R about this, but we do follow
the City ordinances. If you walk your dogs around the neighborhood, please be respectful,
make sure they are leashed and under control, and clean up your dogs' waste.
If one of your neighbors' dogs is out loose, please speak to your neighbor about it. If that doesn't work,
please feel free to contact the City's Animal Control department at (360) 679-9567.
Halloween.
Please turn off your outside lights if they do not intend to distribute candy. We have several children
in our Community, and the gate is usually left open for other children to visit for this holiday trick-or-treat evening.
High Winds and the Entry Gate
From time to time, the Entry Gate will be in the open position. You can assume that it was left open due
to high winds or a high wind advisory. With sustained winds in excess of 20 mph and gusts above
30 mph, the gate has difficulty opening or closing properly. Rather than experience the gate getting
stuck in a 'halfway open' position and not responding to gate codes, we open the Entry Gate during
times of high wind.
Homeowners' Association Dues.
The current dues for the WLE Homeowners' Association are $200 per quarter ($800 per year). We allow
homeowners to pay quarterly, semi-annually, or annually. The dues cover the landscaping of the
common areas, the telephone for the gate, the power to the gate, the power to the street lights,
insurance, and administrative costs. The street is private, so money gets set aside every month for
future street/gate / wall repairs.
WLE HOA Correspondence.
We maintain an email list to reduce the cost of communicating with the homeowners. Any email from
the HOA typically comes from whidbeylinksestates@gmail.com.
